Is there any way to see current bids?
Are there some guidelines on the strategy to be followed when bidding for Gov Contracts?

There is no way to see current bids. As for the rest, I have no clue. I think this is not a contest we can do anything in. Most of the real competitors are mega corps that can put a bazillion of something into a bid for cost (or less?) and wipe us out. Having said that, I have my eye open for one where I can sneak in a bid just for the hell of it. Cool
